Uluslararas\u0131 Sivil Havac\u0131l\u0131k \u00d6rg\u00fct\u00fc (ICAO) taraf\u0131ndan 27 tonun \u00fczerinde u\u00e7ak u\u00e7uran t\u00fcm havayollar\u0131nda 1 Ocak 2005 tarihinden itibaren zorunlu hale gelmi\u015f ve bununla ilgili konular ICAO Annex-6 Part.1 ve JAR-OPS 1.037\u2032de belirtilmi\u015ftir.<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><strong>FDM\u2019in Amac\u0131<\/strong><\/p>\n<p style=\"text-align: justify;\">FDM sisteminin 2 temel amac\u0131 vard\u0131r. Birincisi, FOQA\u2019ya (Flight Operation Quality Assurance) hizmet etmektir. Yap\u0131lan analizler sonucunda U\u00e7u\u015f Emniyet M\u00fcd\u00fcr\u00fcn\u00fcn, E\u011fitim M\u00fcd\u00fcr\u00fc ile koordinesi sonucunda herhangi bir pilotun e\u011fitim ihtiyac\u0131 oldu\u011fu tespit edilirse, al\u0131nacak e\u011fitimlerle u\u00e7u\u015f emniyetinde art\u0131\u015f sa\u011flan\u0131r. FDM sistemi u\u00e7u\u015f boyunca olu\u015fan verilerin daha \u00f6nceden olu\u015fturulmu\u015f bir veri taban\u0131nda depolanmas\u0131n\u0131 ve bu ham datalar \u00fczerinde analiz yap\u0131lmas\u0131n\u0131 sa\u011flar. FDM\u2019in amac\u0131n\u0131n kavranmas\u0131 i\u00e7in sistem \u00fc\u00e7 a\u015famada incelenir:<\/p>\n<ul style=\"text-align: justify;\">\n<li>1. <strong>Verilerin Toplanmas\u0131:<br \/>\n<\/strong>Bu i\u015flem i\u00e7in de\u011fi\u015fik metotlar geli\u015ftirilmi\u015ftir. QAR (Quick Access Recorder) denilen bir cihaz u\u00e7a\u011fa yerle\u015ftirilir ve u\u00e7u\u015f boyunca FDR (Flight Data Recorder)\u2019a giden veriler ayn\u0131 \u015fekilde QAR\u2019a da kaydedilir. QAR bu verileri medya denilen ge\u00e7ici depolama \u00fcnitesine (Compact Flash Card, PCMCIA card, MO Disk) kaydeder. U\u00e7u\u015f sonunda u\u00e7ak yerde iken bu ham datalar u\u00e7ak \u00fczerindeki QAR\u2019dan, medya denilen ge\u00e7ici depolama birimi arac\u0131l\u0131\u011f\u0131 ile al\u0131n\u0131r. QAR cihaz\u0131n\u0131n kay\u0131t birimi baz\u0131nda, de\u011fi\u015fik kay\u0131t ortamlar\u0131 bulunmaktad\u0131r. \u00d6rne\u011fin, Compact Flash Card, PCMCIA card, Optical disk\u2026<\/li>\n<li>2. <strong>Verilerin Depolanmas\u0131:<br \/>\n<\/strong>Depolama i\u015flemi yerde olu\u015fturulan bir veri taban\u0131nda yap\u0131lmaktad\u0131r. FDR\u2019dan gelen ham veriler (raw data), elektronik dosya format\u0131na ge\u00e7tikten sonra veri taban\u0131na giri\u015fi yap\u0131l\u0131r. Art\u0131k veriler analize haz\u0131rd\u0131r.<\/li>\n<li>3. <strong>Verilerin Analizi:<br \/>\n<\/strong>T\u00fcm bu i\u015flem en can al\u0131c\u0131 yeri bu noktad\u0131r. FDR\u2019dan gelen ham verilerin (raw data) i\u015flendi\u011fi bu a\u015famada analiz yap\u0131larak \u00e7ok faydal\u0131 sonu\u00e7lara var\u0131lmaktad\u0131r. Yap\u0131lan analiz sonucunda event\u2019lerin rapor veya grafik format\u0131nda g\u00f6r\u00fclmesi sa\u011flan\u0131r. Otomatik veya manual olarak iki \u015fekilde analiz yap\u0131labilir. Kritik ve emergency durumlar\u0131n incelenmesinde manuel analiz y\u00f6netimi daha detayl\u0131 sonu\u00e7lar verir.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\"><strong>FDM\u2019in Faydalar\u0131:<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong><br \/>\n<\/strong>1. U\u00e7u\u015f emniyetini art\u0131rmak.<\/p>\n<p style=\"text-align: justify;\">2. E\u011fitime odaklanmak. Pilotlar\u0131n e\u011fitim ihtiya\u00e7lar\u0131n\u0131n olup olmad\u0131\u011f\u0131n\u0131 tespit ederek ortaya \u00e7\u0131kabilecek kaza risklerini ortadan kald\u0131rmak (her u\u00e7u\u015f sim\u00fcle edilebilmekte ve bu veriler pilotlar\u0131n ve u\u00e7u\u015f m\u00fchendislerinin e\u011fitiminde kullan\u0131labilmektedir).<\/p>\n<p style=\"text-align: justify;\">3. Teknik maliyetlerin azalmas\u0131n\u0131 sa\u011flamak.<\/p>\n<p style=\"text-align: justify;\">4. Operasyonlar\u0131n geli\u015fimine katk\u0131da bulunmak.<\/p>\n<p style=\"text-align: justify;\">5.
