Dernek, u\u00e7u\u015f emniyetinin insan\u0131 ilgilendiren her konusunda s\u00f6yleyecek s\u00f6zleri olan ve fikirlerine itibar edilen bir sivil toplum kurulu\u015fudur. \u00dcye aidatlar\u0131 d\u0131\u015f\u0131nda bir geliri yoktur. Hi\u00e7bir siyasi veya benzeri gurubun yan\u0131nda veya kar\u015f\u0131s\u0131nda olmadan, sadece bilimsel referanslar \u0131\u015f\u0131\u011f\u0131nda 18 y\u0131ld\u0131r faaliyetlerini idealist\u00e7e s\u00fcrd\u00fcrmektedir.<\/span><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.airkule.com\/images\/image\/tip%201.jpg\" alt=\"\" \/><\/p>\n<p>Kurulu\u015f amac\u0131, sivil havac\u0131l\u0131\u011f\u0131m\u0131zdaki baz\u0131 bo\u015fluklar\u0131 ve t\u0131bbi zafiyet unsurlar\u0131n\u0131 gidermek olan Derne\u011fin manifestosunda; iyile\u015ftirilmesi y\u00f6n\u00fcnde \u00e7al\u0131\u015fma yap\u0131lmas\u0131 gereken konular olarak \u015funlar ortaya konulmu\u015ftu:<\/p>\n<ol>\n<li>ICAO ve JAR\u2019da \u201cAeromedical Examiner (AME)\u201d g\u00f6rev tan\u0131m\u0131 a\u00e7\u0131k\u00e7a yap\u0131lmas\u0131na ve T\u00fcrkiye bu kurallara uymak zorunda olmas\u0131na kar\u015f\u0131n; pilotaj muayeneleri, havac\u0131l\u0131k t\u0131bb\u0131 konusunda hi\u00e7bir e\u011fitimi olmayan uzman hekimler taraf\u0131ndan, \u2018alelusul\u2019 yap\u0131lmakta idi.<\/li>\n<li>2000\u2019li y\u0131llar\u0131n ba\u015flar\u0131nda bile, aralar\u0131nda Cerrahpa\u015fa ve Abant \u0130.Baysal T\u0131p, Erzurum ve Adana Numune, \u0130stinye ve Eski\u015fehir Devlet gibi 47 hastane yetki belgesi alm\u0131\u015f durumda idi. Pilotlar s\u00fcr\u00fcc\u00fc belgesi, silah ruhsat\u0131 ve heyet raporu pe\u015findeki vatanda\u015flarla ayn\u0131 kuyruklarda beklemekte; hekimler ise pilotlara \u00f6zel t\u0131bbi durumlar\u0131n neler oldu\u011funu ve hangi kriterlere g\u00f6re muayene yap\u0131laca\u011f\u0131n\u0131 bilmeden, elveri\u015flilik kararlar\u0131n\u0131 imzalamakta idi\u2026<\/li>\n<li>\u00c7o\u011funlu\u011fu tenzih ederek; alkolizm, epilepsi, kalp yetmezli\u011fi, intihar giri\u015fimi gibi (u\u00e7u\u015fa elveri\u015flili\u011fi ortadan kald\u0131racak nitelikte) ciddi sa\u011fl\u0131k sorunlar\u0131 olan baz\u0131 pilotlar\u0131n u\u00e7makta oldu\u011fu bas\u0131na yans\u0131makta idi. Bir hastanede rapor alamayaca\u011f\u0131n\u0131 fark edenler, muayenelerini yar\u0131m b\u0131rakarak ba\u015fka bir hastaneden sa\u011flam raporu alabilmekte; hastaneler aras\u0131nda ileti\u015fim olmad\u0131\u011f\u0131 i\u00e7in bunun tespiti m\u00fcmk\u00fcn olmamakta idi.<\/li>\n<li>Havaalanlar\u0131nda u\u00e7ucu ve yolcular\u0131n u\u00e7u\u015fla ilgili t\u0131bbi sorunlar\u0131n\u0131 dan\u0131\u015fabilecekleri e\u011fitimli hekimler yoktu. \u0130stisnai olarak THY\u2019de, DHM\u0130\u2019de ve THK\u2019da birer iki\u015fer u\u00e7u\u015f hekimi bulunmakta, ama asli g\u00f6revleri d\u0131\u015f\u0131nda i\u015fler yapmakta idi.<\/li>\n<li>O zamanlar bug\u00fcne g\u00f6re \u00e7ok daha az u\u00e7u\u015f yap\u0131lmas\u0131na kar\u015f\u0131n oransal olarak daha fazla kazalar olmakta idi. \u0130nsan fakt\u00f6r\u00fcn\u00fcn rol\u00fc oldu\u011fu anla\u015f\u0131lan kazalar \u00fczerinde ciddi ve yans\u0131z incelemeler yap\u0131ld\u0131\u011f\u0131na dair ikna edici bilgiler yoktu. Zaten bu kazalarda insan fakt\u00f6r\u00fcn\u00fcn rol\u00fc (dizoryantasyon, g\u00f6rsel ill\u00fczyon, dekompresyon, CRM, inkapasitasyon, yorgunluk, ila\u00e7 ve alkol kullan\u0131m\u0131, vs.) \u00fczerinde tart\u0131\u015fma a\u00e7\u0131lm\u0131yor, a\u00e7\u0131lsa da fikir beyan edecek havac\u0131l\u0131k t\u0131bb\u0131 uzmanlar\u0131 bulunmuyordu.<\/li>\n<li>\u0130lgili bakanl\u0131klar ve b\u00fcy\u00fck havayolu \u015firketleri kadar, \u00fcniversitelerimiz de sivil havac\u0131l\u0131\u011f\u0131n t\u0131bbi aya\u011f\u0131na ilgisiz durumdayd\u0131lar. \u00dclkemizde GATA d\u0131\u015f\u0131nda hi\u00e7bir t\u0131p fak\u00fcltesinin \u2018Hava ve Uzay Hekimli\u011fi B\u00f6l\u00fcm\u00fc\u2019 yoktu. Sivil havac\u0131l\u0131\u011f\u0131m\u0131z\u0131n akt\u00f6rleri, sivil u\u00e7u\u015f hekimleri ve u\u00e7u\u015f psikologlar\u0131 yeti\u015ftirme, istihdam etme ve b\u00f6ylece u\u00e7u\u015f emniyetini g\u00fc\u00e7lendirme gereksinimi duymamaktayd\u0131lar.<\/li>\n<li>CRM sorunlar\u0131 her ortamda olabilece\u011finden daha fazla idi; baz\u0131 \u015firketlerde baz\u0131 k\u0131demli pilotlar\u0131n kurdu\u011fu hakimiyet, hem kokpitlerde hem de \u015firket y\u00f6netiminde devam etmekte, sorunlar oldu\u011funda, \u2018kol k\u0131r\u0131l\u0131p yen i\u00e7inde kalmakta\u2019 idi&#8230;<\/li>\n<\/ol>\n<p><img decoding=\"async\" src=\"https:\/\/www.airkule.com\/images\/image\/tip%2002.jpg\" alt=\"\" \/><\/p>\n<p><u>2000 y\u0131l\u0131ndaki \u00f6nerilerimiz \u015funlard\u0131<\/u>:<\/p>\n<ul>\n<li>FAA\u2019in yan kurulu\u015fu olan CAMI\u00a0<em>(Civil Aerospace Medical Institute)\u00a0<\/em>benzeri bir sivil havac\u0131l\u0131k t\u0131bb\u0131 enstit\u00fcs\u00fc kurulmas\u0131; b\u00f6ylece insan fakt\u00f6r\u00fc ba\u011flam\u0131ndaki t\u0131bbi konular\u0131n bilimsel bir muhatab\u0131n\u0131n \u00f6nlem ve \u00f6neriler \u00fcretmesi,<\/li>\n<li>U\u00e7u\u015f hekimleri ve u\u00e7u\u015f psikologlar\u0131 yeti\u015ftirilmesi; bunlar\u0131n yetkili hastanelerde, u\u00e7u\u015f okullar\u0131nda, havayolu \u015firketlerinde ve hava ambulans \u015firketlerinde g\u00f6revlendirilmesi, (U\u00e7u\u015f hekim ve psikologlar\u0131n\u0131n sisteme dahil edilmesi \u00f6nerimizin amac\u0131, yeni i\u015f alanlar\u0131 yarat\u0131p kadrolar\u0131 \u015fi\u015firmek de\u011fil, u\u00e7u\u015f emniyetine psikolojik y\u00f6nden destek sunmakt\u0131.)<\/li>\n<li>U\u00e7u\u015f ekipleriyle hava trafik kontrol\u00f6rlerinin muayenelerinin u\u00e7u\u015f hekimleri taraf\u0131ndan yap\u0131lmas\u0131,<\/li>\n<li>U\u00e7u\u015f ekiplerine fizyolojik, psikolojik ve t\u0131bbi konularda tazeleme e\u011fitimleri verilmesi,<\/li>\n<li>U\u00e7u\u015f okullar\u0131nda u\u00e7u\u015f fizyolojisi ve insan performans\u0131 derslerinin u\u00e7u\u015f hekimlerince anlat\u0131lmas\u0131,<\/li>\n<li>Kaza sonras\u0131 u\u00e7u\u015f ekiplerine FAA\u2019de oldu\u011fu gibi toksiko-patolojik inceleme yap\u0131lmas\u0131; rastgele se\u00e7ilecek pilotlarda alkol ve madde kontrol\u00fc uygulanmas\u0131,<\/li>\n<li>U\u00e7u\u015f i\u00e7i acillerde 7\/24 \u00e7\u00f6z\u00fcm \u00f6nerecek havac\u0131l\u0131k t\u0131bb\u0131 uzmanlar\u0131n\u0131n yer merkezlerinde haz\u0131r bulunmas\u0131,<\/li>\n<li>Yeni ila\u00e7lar, yeni tedaviler ve alternatif t\u0131p uygulamalar\u0131n\u0131n u\u00e7u\u015fla ba\u011fda\u015f\u0131rl\u0131\u011f\u0131na karar verecek yetkili t\u0131bbi merciler olmas\u0131,<\/li>\n<li>B\u00fcy\u00fck havac\u0131l\u0131k kurulu\u015flar\u0131n\u0131n t\u0131bbi ara\u015ft\u0131rma yapacak kadrolar olu\u015fturmas\u0131, u\u00e7u\u015f hekimlerinin sadece muayenelerle de\u011fil bilimsel \u00e7al\u0131\u015fmalarla da u\u011fra\u015fmas\u0131\u2026<\/li>\n<\/ul>\n<p>\u00c7\u0131tay\u0131 y\u00fcksek tutmu\u015f olmal\u0131y\u0131z ki, bug\u00fcn belirli iyile\u015fmeler olmas\u0131na ra\u011fmen hedeflerin baz\u0131lar\u0131na ula\u015f\u0131lamad\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. Havac\u0131l\u0131k T\u0131bb\u0131 Derne\u011fi, b\u00fct\u00fcn bu sorunlar\u0131n d\u00fczeltilmesinde izleyici de\u011fil uyar\u0131c\u0131, ele\u015ftirici ve yol g\u00f6sterici olmu\u015ftur. \u0130nsan sa\u011fl\u0131\u011f\u0131n\u0131n ve emniyetinin s\u00f6z konusu oldu\u011fu yerlerde \u00e7\u0131tay\u0131 al\u00e7ak tutman\u0131n yanl\u0131\u015f oldu\u011funa inan\u0131yoruz. Hedefler hep daha iyiye do\u011fru olmal\u0131, iyinin daha iyisini istemek yad\u0131rganmamal\u0131, vatanda\u015f veya m\u00fc\u015fteri hakk\u0131 olarak g\u00f6r\u00fclmelidir.<\/p>\n<p>Bilindi\u011fi gibi end\u00fcstri, i\u015f, ev, spor, uzay, deniz ve karayolu trafi\u011fi kazalar\u0131nda oldu\u011fu gibi havac\u0131l\u0131k kazalar\u0131n\u0131n da %70-80\u2019i ve daha fazlas\u0131 insan fakt\u00f6r\u00fcne ba\u011fl\u0131 olarak meydana gelmektedir. \u0130nsana dair problemler iyi y\u00f6netilmedik\u00e7e kazalar\u0131n artaca\u011f\u0131n\u0131 herkes biliyor ve kimse ayk\u0131r\u0131 tezleri savunmuyor\u2026 Ama pratikte yine-yeniden, insan\u0131n do\u011frudan veya dolayl\u0131 rol\u00fc olan kazalar olmaya devam etmektedir. Havac\u0131l\u0131kta u\u00e7u\u015f emniyeti \u00e7al\u0131\u015fmalar\u0131n\u0131n t\u0131bbi aya\u011f\u0131, konu \u00fczerinde y\u00f6nelimi olmayan y\u00f6neticilere ve b\u00fcrokrasiye b\u0131rak\u0131lmayacak kadar \u00f6nemli bilimsel bir konudur. Y\u00f6neticilerin hi\u00e7bir komplekse kap\u0131lmadan uzmanlardan \u00f6\u011frenece\u011fi \u015feyler oldu\u011fu ger\u00e7e\u011fi kabullenilmelidir.<\/p>\n<p>U\u00e7u\u015f emniyetinin t\u0131bbi ve psikolojik unsurlar\u0131n\u0131 dert edinen Havac\u0131l\u0131k T\u0131bb\u0131 Derne\u011finin ge\u00e7mi\u015ften bug\u00fcne (insan fakt\u00f6r\u00fcn\u00fc azaltma y\u00f6n\u00fcndeki) baz\u0131 faaliyetleri \u015funlard\u0131r:<\/p>\n<ol>\n<li>Dernek, havac\u0131l\u0131\u011f\u0131n bir ta\u015f\u0131mac\u0131l\u0131k sekt\u00f6r\u00fc ve ticari k\u00e2r alan\u0131 olmaktan \u00e7ok daha fazlas\u0131yla, insanlar\u0131n can g\u00fcvenli\u011fini ve t\u0131bbi konforunu \u00f6nemsemekte, talep olsa da olmasa da konu \u00fczerinde meccani \u00e7al\u0131\u015fmalar yapmaktad\u0131r.<\/li>\n<li>Bat\u0131 \u00fclkelerinde akademik d\u00fczeyde e\u011fitim ve ara\u015ft\u0131rma alan\u0131 olan havac\u0131l\u0131k t\u0131bb\u0131 bilimi, \u00fclkemizde sadece TSK i\u00e7inde 90 y\u0131ld\u0131r ya\u015fat\u0131lmakta ve askeri havac\u0131l\u0131\u011fa u\u00e7u\u015f emniyeti deste\u011fi vermekteydi. 2003 y\u0131l\u0131ndan itibaren, SHGM ve Hava Kuvvetleri aras\u0131nda yap\u0131lan protokoller sonucu kurslar a\u00e7\u0131lm\u0131\u015f ve bug\u00fcne kadar 130 kadar sivil u\u00e7u\u015f hekimi sisteme kazand\u0131r\u0131lm\u0131\u015ft\u0131r. Keza GATA d\u0131\u015f\u0131nda hi\u00e7bir \u00fcniversitemizde havac\u0131l\u0131k t\u0131bb\u0131 bilim dal\u0131 yokken, son 7-8 y\u0131l i\u00e7inde 19 May\u0131s, Ufuk, Osmangazi ve Sa\u011fl\u0131k Bilimleri \u00dcniversitesi t\u0131p fak\u00fcltelerinde bu b\u00f6l\u00fcmler a\u00e7\u0131lm\u0131\u015ft\u0131r. (Bu olumlu geli\u015fmelerde ilgili \u00fcniversitelerdeki ve SHGM\u2019deki Dernek \u00fcyelerimizin aktif rolleri olmu\u015ftur.)<\/li>\n<li>2003 y\u0131l\u0131na kadar s\u0131radan devlet, \u00fcniversite ve \u00f6zel hastanelerde, havac\u0131l\u0131k t\u0131bb\u0131 e\u011fitimi olmayan hekimler eliyle yap\u0131lan pilotaj muayeneleri; kadrolar\u0131nda en az 2 u\u00e7u\u015f hekimi bulunan AMC niteli\u011finde donan\u0131ml\u0131 hastaneler taraf\u0131ndan yap\u0131lmaktad\u0131r. (Bu iyile\u015fme, SHGM taraf\u0131ndan ger\u00e7ekle\u015ftirilmi\u015f olmakla birlikte, arka planda Derne\u011fin uyar\u0131lar\u0131n\u0131n katk\u0131s\u0131 da vard\u0131r.)<\/li>\n<li>Dernek \u00fcyeleri konuyla ilgili fark\u0131ndal\u0131k yaratmak ba\u011flam\u0131nda, yurti\u00e7i ve yurtd\u0131\u015f\u0131 bilimsel toplant\u0131lara kat\u0131lmakta, bildiriler sunmakta, konferanslar vermektedir.<\/li>\n<li>Derne\u011fin web sayfas\u0131nda (<a href=\"http:\/\/www.hvtd.org\/\">www.hvtd.org<\/a>) derinlemesine bilgiler i\u00e7eren y\u00fczlerce makale ilgilenenlerin istifadesine a\u00e7\u0131kt\u0131r.<\/li>\n<li>Dernek \u00fcyeleri internet gazetecili\u011fi bi\u00e7iminde baz\u0131 sitelerde u\u00e7u\u015f emniyetiyle ilgili k\u00f6\u015fe yaz\u0131lar\u0131 yazmaktad\u0131r.<\/li>\n<\/ol>\n<p><img decoding=\"async\" src=\"https:\/\/www.airkule.com\/images\/image\/tip%203.jpg\" alt=\"\" \/><\/p>\n<p>7. 2006 y\u0131l\u0131ndan itibaren \u00e7\u0131kar\u0131lmakta olan dergi (<u>Havac\u0131l\u0131k T\u0131bb\u0131 B\u00fclteni<\/u>) 5 cilde ve 1.450 sayfal\u0131k hacme ula\u015fm\u0131\u015f bir bilgi bankas\u0131 haline gelmi\u015ftir. Kendi alan\u0131ndaki ilk ve tek dergi olup, \u00fcye ve abonelere da\u011f\u0131t\u0131lmakta; ayr\u0131ca dernek sitesinden okunabilmektedir.<\/p>\n<p>8. 2008 y\u0131l\u0131nda Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131 Hava Ambulans Sistemi\u2019nin kurulu\u015funda, sistemde g\u00f6rev alacak sa\u011fl\u0131k personelinin e\u011fitiminde (havayoluyla hasta ta\u015f\u0131nmas\u0131 endikasyon ve komplikasyonlar\u0131) Dernek \u00fcyeleri katk\u0131 sunmu\u015ftur. Ayn\u0131 e\u011fitim Hudut ve Sahiller Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc sa\u011fl\u0131k personeline de verilmi\u015ftir.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.airkule.com\/images\/image\/tip%204.jpg\" alt=\"\" \/><\/p>\n<p>9. Derne\u011fin afiliye kurulu\u015fu olan\u00a0<u>Sivil Havac\u0131l\u0131k Akademisi<\/u>, 2010 y\u0131l\u0131ndan beri faaliyette olup, zaman zaman sivil havac\u0131l\u0131\u011f\u0131m\u0131z\u0131n g\u00fcncel problemleri \u00fczerine raporlar haz\u0131rlamaktad\u0131r. \u00d6zellikle u\u00e7u\u015f ekipleri, hava trafik kontrol\u00f6rleri ve bak\u0131m grubunun stres ve yorgunluklar\u0131yla ilgili yap\u0131lan anket \u00e7al\u0131\u015fmalar\u0131 ve raporlar ses getirmi\u015ftir.<\/p>\n<p>10.\u00a02014 y\u0131l\u0131nda, kaza sonras\u0131 psikolojik m\u00fcdahale (Travma Sonras\u0131 Stres Bozuklu\u011fu) konusunda THY Aile Destek Timlerine seminerler verilmi\u015ftir.<\/p>\n<p>11.\u00a0 2017 y\u0131l\u0131ndan itibaren \u00dcsk\u00fcdar \u00dcniversitesi \u00e7at\u0131s\u0131 alt\u0131nda Dernek \u00f6nc\u00fcl\u00fc\u011f\u00fcnde \u2018<u>Havac\u0131l\u0131k Psikolojisi Sertifika Kurslar\u0131<\/u>\u2019 a\u00e7\u0131lmaya ba\u015flanm\u0131\u015ft\u0131r. \u00dclkemizde TSK d\u0131\u015f\u0131nda hi\u00e7bir akademik kurumun yapmad\u0131\u011f\u0131 yap\u0131larak sekt\u00f6re e\u011fitimli psikologlar kazand\u0131r\u0131lmaktad\u0131r.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.airkule.com\/images\/image\/tip%205.jpg\" alt=\"\" \/><\/p>\n<p>12.\u00a0 Dernek, 2006 y\u0131l\u0131nda kurulan\u00a0<u>Avrupa Havac\u0131l\u0131k T\u0131bb\u0131 Birli\u011fine<\/u>\u00a0<em>(European Society of Aerospace Medicine &#8211; ESAM)\u00a0<\/em>10 y\u0131ld\u0131r \u00fcye olup, \u00fclkemizi Avrupa&#8217;da temsil etmekte ve bayrak g\u00f6stermektedir.<\/p>\n<p>13.\u00a0 Dernek, T\u00fcrk Tabipleri Birli\u011fi Uzmanl\u0131k Dernekleri Koordinasyon Kurulu\u2019na (TTB-UDKK) \u00fcyedir ve havac\u0131l\u0131k t\u0131bb\u0131 uzmanl\u0131k e\u011fitimlerinin detaylar\u0131n\u0131 haz\u0131rlamaktad\u0131r.<\/p>\n<p>14.\u00a0 \u00a0Dernek, EASA\u2019n\u0131n zorunlu hale getirece\u011fi yeni projesi olan \u2018<u>Arkada\u015f Destek Program\u0131<\/u>\u00a0<em>(Pilot Peer Support)<\/em>\u00a0\u00fczerinde 2017 y\u0131l\u0131nda bir \u00e7al\u0131\u015fma grubu kurmu\u015ftur. \u00dclkemiz k\u00fclt\u00fcr\u00fcyle uyumlu bir sistem i\u00e7in beyin f\u0131rt\u0131nalar\u0131 yap\u0131lm\u0131\u015f, sonu\u00e7 raporu bir kongrede sunulmu\u015ftur.<\/p>\n<p>Havac\u0131l\u0131k t\u0131bb\u0131 bilimi, u\u00e7an ve u\u00e7urulan insanlar\u0131n her t\u00fcr sa\u011fl\u0131k sorunlar\u0131yla ilgilenirken temel kayg\u0131s\u0131 u\u00e7u\u015f emniyetine ve dolay\u0131s\u0131yla kazalar\u0131n \u00f6nlenmesine katk\u0131 sunmakt\u0131r. Bunun yolu u\u00e7u\u015f ve yer ekiplerinin bedensel ve zihinsel sa\u011fl\u0131\u011f\u0131ndan ge\u00e7er.
