Hatal\u0131 d\u00f6n\u00fc\u015f yapmak.<\/p>\n<p style=\"text-align: justify;\">Trafik kazalar\u0131nda sorumluluk: %95 S\u00fcr\u00fcc\u00fc hatas\u0131, %4 yaya hatas\u0131, %1 yol ve ara\u00e7 kusuru.<\/p>\n<p style=\"text-align: justify;\">Pilotluk ile otomobil s\u00fcr\u00fcc\u00fcl\u00fc\u011f\u00fc mutlak anlamda e\u015fde\u011fer tutulamasa bile benzerlikleri \u00e7ok fazla oldu\u011fundan, s\u00fcr\u00fcc\u00fc tutumlar\u0131n\u0131n incelendi\u011fi \u00e7al\u0131\u015fmalarda mukayese amac\u0131yla kullan\u0131lmaktad\u0131r. Zaten trafik kazalar\u0131ndaki sorumluluk y\u00fczdeleri ile sebep fakt\u00f6rlerinin u\u00e7u\u015f kazalar\u0131nda elde edilen oranlarla olan benzerli\u011fi de b\u00f6yle bir kar\u015f\u0131la\u015ft\u0131rma yapman\u0131n ayk\u0131r\u0131 olmad\u0131\u011f\u0131n\u0131 g\u00f6stermektedir. Hatta u\u00e7u\u015f kazalar\u0131nda insan fakt\u00f6r\u00fc\u2019n\u00fcn pay\u0131 %70-80\u2019lerde iken, trafik kazalar\u0131nda bu oran %90\u2019larda g\u00f6r\u00fcnmektedir.<\/p>\n<p style=\"text-align: justify;\">Harici fakt\u00f6rlerin minimuma indirgendi\u011fi ko\u015fullarda bile insan hatas\u0131n\u0131n devam etti\u011fi g\u00f6z \u00f6n\u00fcne al\u0131narak yap\u0131lan analizler, \u00e7\u00f6z\u00fcm\u00fcn psikoloji biliminde oldu\u011funu g\u00f6stermi\u015ftir. Psikoloji biliminin s\u00fcr\u00fcc\u00fc tutumlar\u0131yla ilgili olarak kaza nedeni sayd\u0131\u011f\u0131 psikomotor unsurlar ile ki\u015filik yap\u0131s\u0131na ait bozukluklar \u015funlard\u0131r:<\/p>\n<p style=\"text-align: justify;\">* Alg\u0131, bilgi i\u015fleme, muhakeme,<\/p>\n<p style=\"text-align: justify;\">* Uzaysal d\u00fc\u015f\u00fcnce,<\/p>\n<p style=\"text-align: justify;\">* Problem \u00e7\u00f6zme ve tepki h\u0131z\u0131,<\/p>\n<p style=\"text-align: justify;\">* \u00c7evresel g\u00f6r\u00fc\u015f, \u015fekil alg\u0131lama ve g\u00f6rsel bellek,<\/p>\n<p style=\"text-align: justify;\">* H\u0131z ve mesafe tahmin yetene\u011fi,<\/p>\n<p style=\"text-align: justify;\">* El-ayak-g\u00f6z koordinasyon becerisi,<\/p>\n<p style=\"text-align: justify;\">* Dikkat ve konsantrasyon yetene\u011fi,<\/p>\n<p style=\"text-align: justify;\">* Ki\u015filik \u00f6zellikleri (risk alma, sald\u0131rganl\u0131k, kontrol, kurallara uyum, ba\u015fkalar\u0131n\u0131 d\u00fc\u015f\u00fcnme, vs)<\/p>\n<p style=\"text-align: justify;\">Her biri ayr\u0131 ayr\u0131 kaza nedeni olabilecek kadar \u00f6nemli olan bu unsurlar\u0131n baz\u0131lar\u0131, \u201cbilgisayar destekli s\u00fcr\u00fcc\u00fc yetenek ve becerileri te\u015fhis sistemleri\u201d ile incelenebilmektedir. Bu sistemlerin \u00e7e\u015fitli versiyonlar\u0131 bulunmaktad\u0131r ve \u00fclkemizde de y\u0131llard\u0131r \u0130ETT\u2019nin \u0130kitelli\u2019deki tesislerinde belediye otob\u00fcs\u00fc \u015fof\u00f6rlerinin; keza Kartal SSK Meslek Hastal\u0131klar\u0131 Hastanesinde de i\u015f makineleri operat\u00f6rlerinin se\u00e7iminde kullan\u0131lmaktad\u0131r. Ayr\u0131ca trafik psikolojisi ile ilgilenen bilim adamlar\u0131n\u0131n 1996 y\u0131l\u0131nda olu\u015fturdu\u011fu Trafik Psikolojisi \u00c7al\u0131\u015fma Grubu, \u0130stanbul Trafik Vakf\u0131 b\u00fcnyesindeki psikoteknik de\u011ferlendirme merkezilerinin altyap\u0131 \u00e7al\u0131\u015fmalar\u0131n\u0131 tamamlam\u0131\u015ft\u0131r. Bu grup baz\u0131 \u00f6zel seyahat ve ta\u015f\u0131mac\u0131l\u0131k \u015firketlerine \u201cG\u00fcvenli Ara\u00e7 Kullanma Kalite Belgesi\u201d sahibi \u015fof\u00f6rler istihdam etmek \u00fczere bu testleri uygulamaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Konu TSK i\u00e7inde de \u00f6nemsenmektedir; Hava Harp Okulu ile Hava Ula\u015ft\u0131rma Okulu\u2019nda pilot ve \u015fof\u00f6r se\u00e7iminde psikomotor testler uzun y\u0131llard\u0131r kullan\u0131lmaktad\u0131r ve i\u015fe uygun (yetenekli) eleman se\u00e7iminde bug\u00fcne kadar \u00e7ok \u00f6nemli i\u015flevler g\u00f6rm\u00fc\u015flerdir. 2918 say\u0131l\u0131 Karayollar\u0131 Trafik Yasas\u0131\u2019nda 1997 y\u0131l\u0131 ba\u015f\u0131ndan itibaren uygulanmaya ba\u015flamak \u00fczere baz\u0131 de\u011fi\u015fiklikler yap\u0131lm\u0131\u015ft\u0131r. Bu yasan\u0131n 20, 22 ve 37. Maddelerinde; 5 kez h\u0131z kural\u0131n\u0131 ihlal etti\u011fi veya ayn\u0131 y\u0131l i\u00e7inde 2 kez 100 ceza puan\u0131n\u0131 doldurdu\u011fu belirlenen s\u00fcr\u00fcc\u00fclere, \u00e7e\u015fitli m\u00fceyyideler yan\u0131nda Psikoteknik De\u011ferlendirme ve psikiyatri uzman\u0131 muayenesinden ge\u00e7me zorunlulu\u011fu getirilmektedir. Keza 10.7.2003 tarih ve 4925 say\u0131l\u0131 Karayolu Ta\u015f\u0131ma Kanunu\u2019nun 60. maddesinde, yolcu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 yapan otob\u00fcs s\u00fcr\u00fcc\u00fclerinin 5 y\u0131lda bir psikoteknik de\u011ferlendirmeden ge\u00e7meleri \u015farta ba\u011flanm\u0131\u015ft\u0131r. Yani bu anlay\u0131\u015fa g\u00f6re, trafikte kendileri ve ba\u015fkalar\u0131 i\u00e7in risk yaratan s\u00fcr\u00fcc\u00fclerin, ya \u201cpsikomotor becerilerinde veya ruhsal durumlar\u0131nda bir bozulma oldu\u011fu\u201d kabul edilmekte ve kontrolden ge\u00e7meleri gerekli g\u00f6r\u00fclmektedir.<\/p>\n<p style=\"text-align: justify;\"><strong>Havac\u0131l\u0131k T\u0131bb\u0131 Derne\u011finin \u00d6nerisi:<\/strong><\/p>\n<p style=\"text-align: justify;\">Karayollar\u0131 trafik yasas\u0131na girmi\u015f ve sivil kurulu\u015flarda da uygulamas\u0131 ba\u015flam\u0131\u015f bulunan bu y\u00f6ntem sivil havac\u0131l\u0131\u011f\u0131m\u0131z taraf\u0131ndan \u00f6rnek al\u0131narak, pilotlar\u0131n muayyen periyotlarda (en az\u0131ndan dikkat, refleks, beceri kusuru g\u00f6sterenlerin) psikomotor testlerden ge\u00e7irilmesi sa\u011flanmal\u0131d\u0131r. Binlerce saat u\u00e7u\u015fu olan deneyimli pilotlarda bile, ge\u00e7en zaman i\u00e7inde psikomotor performans\u0131 bozma potansiyelinde bir tak\u0131m metabolik, n\u00f6rolojik veya psikiyatrik rahats\u0131zl\u0131klar geli\u015febilir ve bunlar ki\u015filer taraf\u0131ndan fark edilmedi\u011fi veya gizlendi\u011fi i\u00e7in sinsice bir kazaya zemin haz\u0131rlamakta olabilirler. \u0130\u015fte bu olas\u0131l\u0131\u011f\u0131 ayd\u0131nlatmak amac\u0131yla psikomotor testlerin periyodik muayenelerin bir par\u00e7as\u0131 haline getirilmesinde fayda olaca\u011f\u0131n\u0131 de\u011ferlendirmekteyiz. Hi\u00e7bir psikomotor kusuru (bellek, dikkat, refleks, vs) olmayan ki\u015filer i\u00e7in kayg\u0131lanacak bir \u015fey yoktur. H\u00e2lihaz\u0131rda ya\u015fa g\u00f6re 6 veya 12 ayl\u0131k periyotlarda yap\u0131lmakta olan muayenelerde b\u00f6yle psikomotor testler uygulanmamaktad\u0131r. B\u00f6ylece, bir pilotun \u00f6nceleri m\u00fckemmel olan baz\u0131 beceri ve yeteneklerinin bug\u00fcn ne durumda oldu\u011funu bilememekteyiz. Periyodik sa\u011fl\u0131k kontrollerinde kan ve idrar tahlilleri, radyolojik tetkikler, EKG ve di\u011fer laboratuar ve fizik muayene y\u00f6ntemleriyle bir\u00e7ok hastal\u0131k ortaya \u00e7\u0131kar\u0131labilmektedir. Ama \u00f6rne\u011fin g\u00f6rsel alg\u0131-bilgi i\u015fleme-muhakeme-tepki s\u00fcrati, h\u0131z ve mesafe tahmin yetene\u011fi, el-ayak-g\u00f6z koordinasyonu, dikkat ve konsantrasyon d\u00fczeyi gibi ciddi kaza nedeni olabilecek psikomotor beceriler \u00f6l\u00e7\u00fclmemekte; bir kez pilotaj br\u00f6vesi alm\u0131\u015f olan ki\u015finin aradan uzun y\u0131llar da ge\u00e7mi\u015f olsa, bu becerilerinin tam olarak devam etti\u011fi varsay\u0131lmaktad\u0131r. Kan\u0131m\u0131zca burada bir eksiklik vard\u0131r.<\/p>\n<p style=\"text-align: justify;\">Psikomotor de\u011ferlendirmelerin u\u00e7ucular i\u00e7in belirli periyotlarda yap\u0131lmas\u0131 SHGM taraf\u0131ndan uygun ve yararl\u0131 g\u00f6r\u00fcld\u00fc\u011f\u00fc takdirde; Hava Harp Okulunda veya S\u00fcr\u00fcc\u00fc Psikoteknik De\u011ferlendirme Merkezlerindeki cihazlarda bir \u00f6n \u00e7al\u0131\u015fma yap\u0131lmas\u0131, sonra d\u00fcnya piyasalar\u0131ndan daha uygun cihazlar\u0131n al\u0131nmas\u0131 ve yetkili hastanelerden birinde kurulacak Havac\u0131l\u0131k T\u0131bb\u0131 Merkezinde (AMC) pilotaj muayenelerinin bir yard\u0131mc\u0131 cihaz\u0131 olarak kullan\u0131lmas\u0131 planlanmal\u0131d\u0131r.<\/p>\n<p style=\"text-align: justify;\">Sonu\u00e7 olarak, havayolu pilotlar\u0131n\u0131n muayyen aral\u0131klarla psikomotor performans testlerine tabi tutulmalar\u0131n\u0131n u\u00e7u\u015f emniyetine \u00f6nemli bir katk\u0131 sa\u011flayabilece\u011fini de\u011ferlendirmekteyiz.<\/p>\n<p style=\"text-align: justify;\">\n<strong>Haz\u0131rlayan :<\/strong> Do\u00e7.
